NRLC was established in 1978. The Council’s first Chair was Joan Wilson, a librarian and history teacher, who ran the Council from her Fenwick home, and also made a significant contribution to the cause of literacy by speaking across Canada, lobbying Members of Parliament, and participating in the establishment of Laubach Literacy of Canada in 1981. The Council acquired its first books with a $500 donation from a local Lions’ Club.
In the very early years, tutors were trained by travelling tutor trainers but for the most part of its history, the Council has had its own team of Provincially trained trainers. The Council has occupied various office and elementary school locations since it was first founded; the most recent move to 285 Bunting Road was made in May 2014. While much has changed since 1978, adult literacy is still an issue in society and the need for the Council’s services remains as strong as ever.
